The 12-year-old sister of a Turkish soldier, Ensar, is assaulted at the same time the government declare a general amnesty for sex offenders in Istanbul.
However, as soon as the predators have been freed from prison, someone starts killing them – and Ensar is the prime suspect. But while the real murderer continues his one-man vigilante campaign, he gathers more and more public support, and manages to stay one step ahead of the police.
